Robert "Kevin" Fischer

1960 - 1998

Robert "Kevin" Fischer started his law enforcement career at the early age of 19 years when he was sworn onto the Charlestown Reserve Police force. Less than ten months later, Kevin was hired as a full time Charlestown Police officer, on December 4th, 1980; and subsequently graduated the Indiana Law Enforcement Academy, in 1981. On August 25th, 1986, Kevin was promoted from the rank of patrolman to Captain and became the department's Training Officer. An Instructor in many law enforcement practices, including Defensive Tactics and Physical Fitness, Kevin brought the Charlestown Police Department to a highly respected level of training and professionalism. During this time Kevin received many accommodations, including Officer of the Year; and served as the local Fraternal Order of Police Lodge President. Kevin accepted the appointment of Chief of Police, in January of 1996; and led the management and beginning of many new community policing programs and projects. Kevin escorted the department into the "computer age" by implementing (through local donations) a department computer network and acquisition of police oriented management software. Kevin's vision and endeavors eventually resulted in the Charlestown Police Department becoming an on-line member of the nation's crime and information computer network. On December 7th, 1998, the department and community lost a close friend, loving husband and father, and dedicated law enforcement officer, when Kevin passed away at the early age of 38. Kevin touched countless lives and impacted the careers and aspirations of many local police officers while on earth. Kevin left a permanent mark in law enforcement, not just in Charlestown, but in and for the entire State of Indiana. Kevin is missed everyday, but lives in the thoughts & actions of all who he was dear to & touched in so many ways.

On September 19th, 1999, the department, family and friends of Kevin dedicated the Charlestown Police Department facility, after the completion of a remodeling project that Kevin initiated; to Kevin, officially naming it the "R.K. Fischer Police Headquarters".
