The City of Charlestown Board of Public Works and Safety recently approved the hiring of two positions, and the promotion of two police department officers. Sixteen year department veteran, Jeff Stoner, has been promoted from the rank of Sergeant to Captain; while twelve year veteran Don Wolfe has been promoted from a senior patrolman’s position to that of full time Detective, at the rank of Lieutenant. Captain Stoner fills a position vacancy brought about by the recent retirement of Don Ennis. Lt. Wolfe fills the newly created position of full time department detective, made possible by the addition of street officer positions recently funded by the Federal COPS grant program. Lt. Wolfe has spent several years developing interest and training in the areas of criminal investigation, including homicides, interrogation, and evidence collection and preservation. The position of Detective will add additional strength, efficiency and consistency to department criminal and illegal drug investigations. The effective date for both rank/position promotions will be November 1st. The Board also approved the hiring of department Reserve Officer and full time dispatcher Rolando Martinez for the new position of School Resource Officer. The position, which is Federally funded for three years under the COPS in Schools program, enables the Charlestown Police Department to dedicate a fully trained and certified police officer to the four Charlestown public schools. Officer Martinez will attend the Indiana Law Enforcement Academy 12 week training course beginning in January 2002, and will assume the School Resource Officer position full time immediately thereafter. Until January, Officer Martinez will be conducting department field training and begin building work relationships with school administrators, teachers, and students. The goal of this program is to increase department resources, including the nationwide D.A.R.E. program, within Charlestown public schools; creating a stronger relationship between police, teachers and students. Addressing the dispatcher vacancy created by Officer Martinez transferring to a full time police officer position, the board also approved the hiring of department Reserve Officer and part time dispatcher Michael Skeens to full time dispatcher. The Charlestown Police Department has grown this year from a ten officer department to a twelve officer plus one detective department.
